streaming audio libraries

I have been looking for a library that I can use to read ogg and mp3
streams for a small project of mine, but so far have not had much
luck. I am aware of FMOD, which seems to have everything I want, but
it would also be nice in principle if I could find something that was
in the Ubuntu repositories (licensing issues, I'm sure).

Does anyone have any recommendations? As long as I can use either
C/C++ or Python, I'll be happy.
