Begin: Waiting for root file system ... ...

What causes this message?

I installed Dapper on a spare partition using debrootstrap, chroot and apt-get.
At one point it was bootable, but now I get this message:

  Begin: Waiting for root file system ... ...

and then after a long wait:

  ALERT! /dev/hdb7 does not exist

Googling does not give me any leads, except that it might be a problem with
recent kernels.  The new root filesystem is ext3 and fsck assures me it is OK.

Any ideas?
