How Open .deb Files

If you want to install ubuntu packages you don't need to download them first.
Just use Synaptic.

Start synaptic from the menu 'System' - 'Administration' - 'Synaptic' or start 
synaptic from a gnome-terminal by typing 'sudo synaptic'.
You will be asked for your user password.

Click the 'Reload' button at the top left.

Click 'Search' at the top right to find the wanted pakages.

Click 'Apply' and watch synaptic to install the packages.

Thats all.

If you don't have an internet conection at home, may be only at schoool or 
somwhere else, this may be the rare scenarios to install downloaded *.deb 
files.

If so:
Open a gnome-terminal use the command cd to go to the directory where your 
downloaded packages are placed and type 
'sudo dpkg -i nameofthepackage.deb'

Or for the impatient.
Open Nautius and just click on the deb file. This should open a paket 
installer.
