What starts network manager?

Hi there.

I'd like to be able to stop and start network manager - it's useful
sometimes, but not others. What starts it? It doesn't seem to be done
from inittab or from /etc/init.d, or have I missed something?

Also, is it possible to tell network manager NOT to do its own name
resolution? It is possible to configure it at all (except for the
right-click stuff on the applet)?
