new software repository available for Ubuntu Dapper

I don't think so. PLF is meant to provide packages that can have issues 
with software, algorithms patents. Those packages are developped by the 
Linux Community and are mostly Open Source.
Dapper Commercial seems to be meant to provide packages that are not 
open source and are developed by some companies.

Skype, Opera, Realplayer would be on Dapper Commercial. I would also put 
there Proprietary stuff.

libdvdcss, xdtv ... would be on PLF cause they use potential proprietary
