Dynamic range compression tool...

Hi,

I'm looking for a tool, with either graphical or textual interface, to 
modify an mp3 audio file (or wav file, maybe) so that the difference in 
loudness between very loud passages and very low passages is limited to 
some value in dB.

It could be useful with portable players, that one usually hears in 
situations that are not perfect (on the train, in the traffic, or in 
crowded places).

Any hints?
