how to make an ubuntu repository on another system .... ?

OP wanted to use Mandriva which I presume doesn't have debmirror
available for use. My only pointer is that it maybe possible to use
rsync without connecting to a daemon, by telling it to recursively go
through the remote dirs. Could that work?
