Yes, all you need is rsync and another mirror that has rsync 
open(You might have to contact an upstream mirror and ask to 
be added to the acls).  After that get this script[1] and 
your off to the races.

You can also find more information here[2].  It says you can 
rsync directly off of archive.ubuntu.com and it has its own 
mirror script available.  It also lists other hosts that 
might be nearer to you and offer better bandwidth to your 
location.
