If it was not retrieving files, I believe it would say "Hit"
(indicating a successful cache hit) rather than "Ign" (for "ignored"
respository).  The "Get" is actually downloading new files (and
indicates a cache miss).

To the OP: Yes, your local repository is being ignored.  Do you have
something that provides web-server installed?  Is your local
repository laid out correctly?
