ogg cant be startup sound?

Install the "sox" package then 

cd /directory/where/your/ogg-file-is

sox yourfile.ogg yourfile.wav

That's one way, and it works OK here :)

Play your .wav file to test - it should work fine, and you can then use it
for your start up sound. I imagine the start-up sound doesn't do decoding
and therefore requires .wav

As almost always in Linux, there are other apps/ways ( for instance you
could install "audacity" - but that's overkill for a simple conversion)
