no "defrag" in Linux?

To say that ext3 do not need defrag is not true. Once I achieved 40 percent
fragmentation on my file server (ext3 file system). Today I'm running
ReiserFS on the same file server, in aspects of fragmentation it performs
much better. But I still think defragmentation tools should be available.
