root at ubuntu01:/etc/apt# dpkg --configure debconf

dpkg: error processing debconf (--configure):
subprocess post-installation script returned error exit status 1
Errors were encountered while processing:
  debconf

the dpkg --configure --pending works fine, but an apt-get dist-upgrade
afterwards fails the same way.

May have to make a list of the packages and reinstall the whole thing.
