When you mentioned turning scim off, the CTRL-Space will toggle the
language pop up bar on and off, so press it that second time should get
you back to English input again. 



If you mean the SCIM process itself. I think it can only be stopped
with the "kill" command (or equiavlently bring up Process Table with
CTRL-ESC and kill it there). SKIM has a quit option which will only
stop the SKIm frontend processes from running in the background, SCIM
is still there though.
