update manager gui failing

in dapper, the updater applet comes up now and then with "there are xx
updates" when i click it, it ask me my password and shows me the
update information progress bar and it dissapirs. the aplet change its
color to dark and the toltips show "a package manager is working". But
it never update anything.

the funny thing is if i go to System-->Adim-->Update Manager. It works fine.

The applet appteted used to work before. I don't know when it stops working.
