I think this comes from the no listening on ports by 
default, and imho its quite a sane default.  If your doing a 
hand install, then the last step of the install can be to 
install ssh.  If your doing an unattended, remote install, 
then you can use the preseed-late-command to install ssh as 
the last step of the install.
