I've been trying to remove this myself, but haven't succeeded until
now:
1) 3rd click with the mouse pointer over the panel selector (ie. the
row of icons) to get a pop-up menu,
2) choose "Customize ..." to get an "Apperance" pop-up box,
3) choose the "Toolbars" tab,
4) set "Placement" to "Off", and
5) click "OK"

Push F4 to view the panels. On the left there is the panel selector,
which I assume is what he wants to remove.
