Need some assisstance with APT-PROXY please

The line needed to be changed because on most setups when the computer 
is not using apt-proxy it was causing the computer to not be able to get 
to the internet repositories properly.  There were many posts just about 
a month ago with *many* people having trouble getting updates because of 
the Acquire::http::Proxy line.

If there is an apt-proxy howto on the wiki, this should probably be 
added there.  (I don't use it myself, I just remember the issue.)
