keeping users and passwords during a fresh install

I'm sure there must be a Linux howto or wiki to help, but I am too
lazy to search for it.

With Ubuntu, I would at least save the following files:

/etc/shadow
/etc/passwd
/etc/group

I can not tell you that that is sufficient, but it should do most of
what you want.
