DHCP problems

Hi

I have ubuntu breezy badger (5.10) and running DHCP3 serve on it.  The
problem sometimes I face is like one windows system collects IP address
from DHCP server and when next day it boots up agian it collects
different IP address while its earlier IP address has not been taken by
any other computer.  I don't know why it happnes.  Another problem is
how can I refresh the cache of DHCP server.

Can anybody please help.
