When is a new kernel released?

I currently have some problems using my ipod in Ubuntu dapper and in my
seemingly endless search for a cure, I have found that there is a patch
to kernel 2.6.16 that may solve my problem.
Currently I am running kernel 2.6.15.25 (which was updated from
2.6.15.23 by the update manager). The latest stable vanilla kernel (at
kernel.org) is 2.6.17.3, and I believe that it contains that patch[1].
What is the policy for releasing a new Ubuntu kernel version? Is it on a
schedule? Is it only when a security fix is made?

[1] Does anybody know an easy way to check if the patch was added? I
found out on the kernel mailing list that it was "queued", so I guess
its there.
