1) ext3 *is* a journaling filesystem.
2) The only way to do this is to backup your data, reformat the
partition, and then put it back in.

ReiserFS is faster than ext3. ext3 is more stable and better tested. You
are unlikely to notice any speed improvement with ReiserFS. You might if
you're talking about a file server with a heavy workload.
