CTRL and Shift Twice

Obviously some kind of "accessibility" feature for the handicapped
that I've never seen it in Linux or keyboard. (Tho my latest keyboard
has a couple of "magic" features that I've never seen in a keyboard
before like key-repeat adjustment and lockout.)

I'd highly suspect that it's an "accessibility" feature of your
desktop software.  Look for such a thing in the menus.  I suppose
it could be a new X feature that could be found in you X config
file, but it's unlikely.
