there was a bug in the ubiqity installer that left debconf in
noninteractive mode after install, it was solved anywhere between RC and
final release, if you installed around that time its likely you are
bitten by that... try:

 sudo dpkg-reconfigure debconf

and select the "dialog" frontend, then try again ;)
