You misunderstood him.  He meant that the user must meet the
requirements.

Nothing should (nor would) stop the author, unless maybe he wasn't the
owner of his authorship (eg, he sold his rights or was an employee who
never had any).  Of course there are fairly minor exceptions to every
rule, as you went on to refer to, such as some country's "artistic
rights" and "fair use".
