MIssing manual pages

I show manpages-dev as being part of Ubuntu breezy:

$ apt-cache policy manpages-dev
manpages-dev:
   Installed: 2.02-2
   Candidate: 2.02-2
   Version table:
*** 2.02-2 0
         500 http://us.archive.ubuntu.com breezy/main Packages
         100 /var/lib/dpkg/status


rand(1) is in the openssl package
rand(3) is in manpages-dev
