deletion of /dev files

Is it possible to configure udev so that it doesn't remove device files
in /dev once they've been created?  The man page for udev isn't very
user-friendly.

When I run scripts they often complain that the device in
question doesn't exist.

Given the enormous size of disks these days I find the
justification for practice hard to understand.  I would much prefer a
policy of creating devices when needed but not removing them.
