[Dapper-i386] Package "cacti" error messages on install/uninstall & won't uninstall.

That smacks of a libstdc++ error.

This error (and the ones that follow) are due to a missing Depends on
dbconfig-common. Fixed in cacti_0.8.6h-1ubuntu2, which should be on the
mirrors in 40 minutes.
