As others have mentioned this could contribute to the problem, but
looking at it again (and looking at the DHCP RFCs) I think dhclient is
not operating as it should.  According the the dhclient man page it
doesn't release the lease unless you explicitly ask it to using
omshell (or the omapi interface).  If it hasn't released the lease
then it should request the address it had the last time it was run
(including across reboots).  It looks, based on what you've said, like
it isn't doing that.

Unfortunately, because you're spoofing between two boxes, the behavior
isn't defined.  You may be confusing the poor server (that's what
you're trying to do!).
