You might want to try The GIMP Animation Plugin (GAP) from
www.gimp.org. I think a carefully designed GIF animation would
accomplish the same result in this case (instead of Flash - that would
be an overkill!). Once you have designed the animated GIF the way you
want it then you can use the GIMP's graphics optimization facilities to
cut-down the size so that it comes fast in the browser. You might also
want to use the BlueFish (http://bluefish.openoffice.nl/index.html) and
NVU (http://www.nvu.com) HTML WYSIWYG editor (it has good CSS options).
