You might want to try The GIMP Animation Plugin (GAP) from 
www.gimp.org.  I think a carefully designed GIF animation would 
accomplish the same result in this case (instead of Flash - that would 
be an overkill!).   Once you have designed the animated GIF the way you 
want it then you can use the GIMP's graphics optimization facilities to 
cut-down the size so that it comes fast in the browser.  You might also 
want to use the BlueFish (http://bluefish.openoffice.nl/index.html) and 
NVU (http://www.nvu.com) HTML WYSIWYG editor (it has good CSS options).

You should subscribe to the GIMP mailing list and ask for help related 
to GAP (GIMP Animation Plugin).  There are sooo many people over there 
to help you out.
