It's certainly possible to configure DHCP to use a fixed MAC <-> IP
mapping, rather than having a pool of IP addresses. This can be useful
where it's easier to maintain the list of IP addresses in one place (the
DHCP server), but users need fixed machine names/numbers to connect
remotely.
