Most of the older packages I'm speaking of are just neglected and are in
Universe. Unfortunately I can't recall anything more specific than that
at the moment. But if you go to the various places where one can make
package requests (revu, backports, etc) you'll find a number of requests
for packages that already exist (typically in Universe) but are newer
(often times much newer) than what's already in the Ubuntu repository.
Off the top of my head, my recent problem was with VLC (which for the
time being I've given up on, since I'll be reformatting soon).
