PGP framework / IDE / point & click Rapid development

Is there some kind of tool or IDE for programming PHP available in
Ubuntu / Linux? I'm not looking for just a fancy text editor that
highlights tags, but something that would take PHP development to the
next level.  Like something that would allow you to graphically drag &
drop form elements, specify a data connection, add some business logic
in code snippets and have a working page-form in a couple of hours
with not a whole lot of programming?

(Or if not PHP then something else that's free, web based and
multi-platform.  "Servoy" comes very, very close and does run
brilliantly on Ubuntu but is very much not free by any definition.)
