I've worked this out.  I'm not using the Network applet anymore.  I just
wrote three scripts, one to use wireless at cafes, one to use wireless at
home, and one to connect to the VPN at the university.  I added commands
to the panel to allow me to just hit a button to change the configuration
at any time.  I have lost a nice little display showing the signal
strength, but really it was always all or nothing anyway.  

If anyone needs help getting this working under their system, please feel
free to drop me a line.
