If you just remove it from "auto" in /etc/network/interfaces (ie, the auto
stanza should usually only be "auto lo" on a system that will not always
have an internet connection) you shouldn't get the delay at all. Depending
on what method your system is going to use to detect a connection, you may
need ifplugd installed.
