That depends on your meaning of incorrect.

Xorg supports user set resolutions. If you are meaning the default
resolution of the GDM is not the same as your user set resolution,
this is proper behaviour.

If your gdm is unusable (blurry, out of sync), then it's incorrect.

If you want GDM to use a different resolution as default, you'll have
to edit /etc/X11/xorg.conf and make Xorg load with the default
resolution of your choice.
