It means that your CPU is being scaled when you don't need it to be fast
to stop it from getting it from getting to hot and make it last longer
(eventually a CPU will die, but this lengthens its lifespan, to as long
as 20 years, although it will not of course be useful for the entire
space of that time). It is not a problem, when you need it to be clocked
up, the computer wil do it automatically.
