installing joe..

joe is in the universe repository.

You need to enable universe for apt / synaptic.  You can do it in either
place, either editing /etc/apt/sources.list directly, or updating the
sources in synaptic.  Just uncomment the section that says universe in it.

then apt-get install joe will work fine
