By "ON" you mean having the GUI running and the Status "active", right?
The obvious things to check are that you haven't clicked the "Lock
Firewall" button, which should be pretty obvious because everything
turns into a lock icon and the start/stop button goes away, and that you
haven't inadvertently set "Outbound Traffic Policy" in the Policy tab
to "Restrictive by default" (if it says "Inbound" beside Editing, use
the drop down to change it).
Restrictive means that everything is shut off until you specifically
enable it. Permissive means it's allowed until you specifically shut it
off. For *outbound* traffic it's usually OK to leave it set to
"Permissive" unless you want to block everything but Web browsing and
email, for instance.
If neither one of those ideas bring you joy, let us know if there's
anything under Deny Connections or Deny Hosts. If there's nothing there
you might want to open a terminal window and with Firestarter active
type 'sudo iptables --list' without the quotes. The output will be
cryptic and considerable but it should tell you without a doubt what the
problem is. I'm not sure you want to post your firewall rules here, or
even if it's appropriate, but you could email them to "someone" if
you're comfortable doing that. ;-)
