why Can't I install the grub on ubuntu 6.06?

I will try to boot from the live cd and try derek's method. I have
reinstalled the ubuntu some times. The same error that the grub can't
install always occurs. Now I have a lot of data and software in ubuntu. I
don't want to reinstall it again. I have googled the error message from the
Internet. But there is not an effective solution.
