I believe you only need the wvdialconf command to "build" the
wvdial.conf file. There's probably a section in the program where you
test the configuration, but once it's all done (once the wvdial.conf
file is created) all you have to do is issue the pon command to
connect, and the poff command to hang up.
If your regular user account cannot issue those commands without using
sudo, make sure that user has been added to the dialout group. (AND if
you weren't in the group, be sure to log out and log back in before
trying, because the group doesn't take effect without a fresh login.)
As for it not "recognizing" the modem, that could be another issue.
