not sure if this applies, but i had a similar problem a while back.
after much googling, hand-wringing, and pitching in the dark, i
discovered that having an extra space character at the end of the
'default saved' line caused the default not to be saved.  i just
verified this behavior and submitted a grub bug report (cheers for
reminding me.)  may be worth checking whether this is causing your
problem.
