Actually good that you asked the question, especially if you are running
a dual-boot Ubuntu & Windows PC.   If it's all Ubuntu then it's easier,
just boot the install CD from whichever operating system you want to run
and it will offer options to reformat the whole drive.

HOWEVER if this is dual-boot, with a windows partition and a bunch of
Ubuntu partitions, then keep in mind that the Ubuntu boot manager
('Grub') actually resides in the Ubuntu partition.. So if you remove
that then your computer won't boot anymore. :)  Nice huh! :) That'll
teach ya not to remove Ubuntu!   

No kidding.. If you want to remove Ubuntu AND also don't want to install
another Linux in place of it but get everything back to Windows, then
you will need a Windows install Cd to boot from so you can put back the
Windows boot record instead of Grub.  When you boot from the Windows
install CD, it will give you the option to repair things using the
Recovery Console.. Once in there, you can use the commands 'fixmbr' and
'fixboot' to restore everything to windows. 

Then to actually claim your hardisk space back, I suggest booting from
the Ubuntu LIVE installer CD and using 'GParted' to remove the Ubuntu
partitions, and then 'stretch' your windows partition to make use of the
entire drive again.
