setting over nfs server on ubuntu

Greetings

I have found if hav teh following, mounting remote NFS shares works
BUT [/usr/sbin/]exportfs is missing so I cannot create new or alter
existing shares :

apt-get install apt-get install nfs-common portmap nfs-user-server

If I install nfs-kernel-server it removes nfs-user-server and teh net
result is that I can no longer mount remote NFS shares nor do NFS
exports work BUT /usr/sbin/exportfs exists and I add|modify my NFS
shares.

My work-around which is painful, is to install nfs-kernel-server,
make my changes to the /etc/exports file, run exportfs -a. Then I
install nfs-user-server which removes nfs-kernel-server and teh
mounting and exporting of NFS shares works again.

Anyone have any idea how to get NFS working without this involved
process?
