It is the correct group, indeed :)
news.numericable.fr is the news server of Numericable. I thought that
the form news://news.numericable.fr/fr.reseaux.internet.cable would be
clickable in your newsreader (it is in Thunderbird, for example), but if
it isn't that makes no big difference as you pointed out.
I suggest you subscribe to fr.bienvenue and ask your questions about
your first visits on fr.* (not France but French speaking) hierarchy on
fr.bienvenue.questions. There you can find many useful FAQ and a clear
presentation of fr.* hierarchy, the netiquette and so on.
http://www.usenet-fr.net/fr-chartes/index.html could also be useful
(don't forget Wikipedia), and keep in mind that http://groups.google.fr
is the most comprehensive archive of newsgroups. If you want to proceed
to a test, fr.test is the right place for that.
Finally, feel free to send me an e-mail if you have further questions,
and don't be scared if things aren't clear the first time. I remember
that it took me some weeks, not to say months, before getting really
used to USENET.

PS: You can also read this mailing-list in your newsreader. Point to
news.gmane.org (not spread across USENET, a single server) and subscribe
to gmane.linux.ubuntu.user. Much more convenient than emails, IMHO. More
about gmane at http://www.gmane.org
PPS: fr.comp.os.linux.configuration seems to have some problems these
days on some servers.
