You can. It's actually an easy threestep until you are
running Xnview:

I am assuming that you have alien installed and I also can not
guarantee that all the dependencies are met on your system. But
just try and see what happens:
eroloff at grey: cd ~/download/software/xnview/1.70 

1)sudo alien -d XnView-static-fc4.i386.rpm 
xnview_1.70-2_i386.deb generated

2)sudo dpkg -i xnview_1.70-2_i386.deb 
Selecting previously deselected package xnview. (Reading
database ... 192325 files and directories currently installed.)
Unpacking xnview (from xnview_1.70-2_i386.deb) ... Setting up
xnview (1.70-2) ...

3)eroloff at grey: xnview ** XnView
v1.70 Copyright 1991-2005 Pierre-E Gougelet (Sep  6
2005/15:28:24) ** Version for Linux x86/Motif (All rights
reserved) ** This is freeware software (for non commercial use)

     Type xnview -help, for more information

And: Voila, there it works!
If you want to remove it, use your usual removing tool for
ubuntu packages.
