/opt is missing

Huh?  Yes, Ubuntu follows the FSSTD, and yes, /opt is created, empty,
on a newly installed system.   The real question is: have you
installed Ubuntu on a new system before?  If you have, then you might
take a look in / and see what's there.  If you've not, then really
don't have a leg to stand on.
