The graphics system is started in every run level from 2 through 5.
The only run levels that do not run gdm (at priority 13) are 0 and 6.

If you'd like to stop the GUI on an already running system, you can
issue this command (from either a text console or a terminal window):

$ sudo /etc/init.d/gdm stop

On a side note, the default runlevel for Ubuntu as installed is
runlevel 2 (as opposed to the customary runlevel 5 of Red Hat based
systems).
