Try this command sequence (changing pt_BR accordingly):

cd /usr/share/locales/
sudo ./install-language-pack pt_BR

After, init your applications like the sample:

LANG=pt_BR konsole &

Seems that it solved my ISO-8859-1 problem with Dapper.
