I don't want the latex command to produce PDFs.

Never mind: this was a stupid question. By default the latex command
on my computer *does* produce foo.dvi. I was working on someone
else's *.tex files and hadn't noticed the line
\usepackage[pdftex]{graphicx}
in his preamble.
