apt-get errors : localhost:4001 (127.0.0.1)

Additionally to the previous message, it turns out that this problem is
user-confined. Using root I do not have this problem. In stead issuing
apt-get update after su - gives me a correct update, no errors.

Why is adept/apt-get trying to talk to localhost:4001 (127.0.0.1) in
stead of my ethernet card, while it works correctly for root?
